The Oyo State Government has commenced a major enforcement exercise against illegal outdoor advertising structures, with the Oyo State Signage and Advertisement Agency, OYSAA, leading the operation across major billboard corridors in the state. On Friday, July 24, 2026, government officials took action against more than 18 billboard structures found to be operating without full compliance.

 

 

The crackdown is part of the state government’s broader commitment to restore order in the outdoor advertising industry, improve public safety, protect law-abiding practitioners, and ensure all operators meet statutory obligations. OYSAA said the exercise followed months of compliance verification, inspections, demand notices, stakeholder engagements, and opportunities for owners to regularize their operations.

 

 

The violations identified include failure to pay assessed fees, operation without valid OYSAA permits, display of advertisements on unregistered structures, continued use of structures previously marked for compliance, and erection of billboards without required approval. Others are billboards erected on electricity poles, failure to submit mandatory Environmental Impact Assessment reports, non-compliance with structural and safety standards, and placement of structures in unauthorized locations.

 

 

Only non-compliant structures were targeted. Billboard owners, practitioners, and organizations with valid permits, current approvals, and proof of payment were not affected by the operation, OYSAA clarified.

 

 

During the July 24 operation, enforcement actions included inspection and verification of records, marking and sealing of non-compliant structures, and complete removal of structures resting on electricity poles due to the severe hazard they pose. Other actions were removal of unauthorized displays, documentation for further regulatory action, issuance of final compliance directives, commencement of processes to recover outstanding fees, and referral of persistent cases for legal action.

 

 

OYSAA stated that the action was not sudden, as affected operators had been notified earlier and given chances to comply. The agency said the objective is not to frustrate legitimate businesses but to ensure fairness, protect compliant practitioners, improve safety along roads and billboard corridors, and prevent unfair advantage by non-compliant operators. Operators with valid evidence of approval or payment were urged to present documents to OYSAA for review.

The affected billboard structures were identified during compliance verification and inspection exercises carried out by OYSAA.
The enforcement action followed previous demand notices, compliance communications, stakeholder engagements, and opportunities given to affected billboard owners and advertising practitioners to regularise their operations.
